The U.S. Merit Systems Protection Board (MSPB) last week released a report that chronicles proceedings from a conference it held last year titled, "The Practice of Merit: A Symposium."

- How the Department of Veterans Affairs recruits, assesses, and retains health care professionals and shies away from written tests
- How the State Department recruits and assesses Foreign Service professionals, including brand establishment and relying on test results over resumes
- How the Office of the Director of National Intelligence recruits, screens, and retains intelligence professionals
Each contributor emphasized the importance of establishing and maintaining relationships with educational institutions and maintaining a commitment to a merit-based system when given more flexibility in hiring.
